Robert Phillips is the Senior Director, Community Benefit, Health Policy and Research at Kaiser Permanente. Prior to this, Robert was Director of Health Programs at the Sierra Health Foundation where developed and lead the foundation health programming. He previously was Program Director, a Senior Program Officer and Senior Fellow at The California Endowment, Associate Director at Policy Link, and Western Region Political Director for the Service EmployeesIndustrialUnion. .
Sandra Nathan is a currently Executive Director of the AIDS Emergency Fund and Breast Cancer Emergency Funds in San Francisco. Prior to that, she served as Vice President of Grants and Loans for the Marin Community Foundation, with overall responsibility for the leadership and management of grantmaking for the Buck Trust, an endowment of over $900 million. Before joining the Marin Community Foundation, she worked as Senior Vice President for the National Council on Aging in Washington, D.C.; President and CEO of the Richmond Children’s Foundation, Deputy County Executive for Santa Clara County, and Department Head for the city of Oakland and the City and County of San Francisco. Notable is her thirteen years of experience earlier in her career working at the national policy level in Washington, DC in President Jimmy Carter’s administration, AARP, and the National Council on Juvenile and Family Court Judges.
Sandra is active on boards of directors, including Grantmakers in Aging and Northern California Grantmakers, and BABUF.
She holds a master’s degree from National University, San Diego in Public Administration, a Bachelor’s Degree in Sociology from the University of San Diego, and a non-secular degree, a Doctorate in Christian Education.
She lives in Oakland, California and in her spare time, loves to exercise, cook and spend time with her lovely four-legged child, Bianca.
Earl Johnson was appointed by the White House to serve as the Director of the Office of Family Assistance (OFA) with the Department of Health and Human Services’ Administration for Children and Families (HHS/OFA) in 2010. In this position he oversaw an annual budget of nearly $20 billion. In this role, he was the principle policy and administrative manager for the Temporary Assistance for Needy Families (TANF) program. He also been one of the senior policy leaders within the Administration and ACF on promoting fatherhood and economic security issues related to men and boys of color.
Earl has a longstanding relationship with California, the Bay Area and in Philanthropy. Before accepting his current position, he was the Senior Policy Advisor and Interim Workforce Investment Board Director for the City of Oakland and Mayor Ron Dellums. Prior to that he was the Senior Program Officer for the California Endowment and before assuming that position he was an Associate Director for the Rockefeller Foundation’s Working Communities Division. He also served as the Associate Secretary for Planning and Evaluation for the California Health and Human Services Agency and a member of the Senior Policy Team under Governor Grey Davis’ Administration.
Earl has a Ph.D. from UCLA’s School of Social Work and Public Policy. He holds an MA from the University of Chicago, Harris School of Public Policy and a BA in Political Science from the American University in Washington, D.C. Earl also completed The Harvard University’s Executive Management Program on Negotiation.
